Benat Bilbao-Osorio, Deputy Head of Unit, DG RTD, European Commission, Switzerland


Beñat Bilbao-Osorio is a senior economist at the Directorate General for Research and Innovation of the European Commission. In this capacity, he carries out economic analysis on the economics of innovation and monitors research and innovation policies. Prior to this position, Dr Bilbao-Osorio was the regional director for Latin America and the Caribbean at the Economist Intelligence Unit, where he led the macroeconomic research on Latin America and the Caribbean, Associate Director and Senior Economist with the Global Competitiveness Network at the World Economic Forum, in charge of research on competitiveness issues and lead editor of The Information Technology Report, economist at the Directorates of Science, Technology and Industry, and Education of the Organisation for Economic Co-operation and Development (OECD); and consultant at the International Trade Centre (UNCTAD/WTO) on international trade competitiveness analysis.


His main research fields are innovation, skills, ICT, and economic development, where he has published extensively. Dr Bilbao-Osorio holds a degree in Economics from the Universidad Comercial de Deusto (Spain), a Master in European Studies from the Université Catholique de Louvain (Belgium), and a PhD in Economic Geography from the London School of Economic and Political Science (UK).
