Design Knowledge Contributions to Public Policies as Complex Adaptive Systems : Visualization, Participation, and Projection Strategies towards Preferable Collective Futures

Abstract

This research seeks for contributions that design knowledge could bring to public policies as complex adaptive, dynamic and open systems. Visualization, participation, and projection are intended strategies from which design can advance into the comprehension of wicked problems that are also debated in public policies, such as the dimensions of complexity, tensions in power relations and configurations of possible futures. To demonstrate this a Latin American program aimed towards the public policy for inclusion in higher education at the National University of Colombia was chosen as the case study. The selection was based on the open access to information and participants and aligned to the 4th sustainable development goal of the United Nations for 2030. This was a qualitative research where methodologically a three-phase study was planned, where each phase was accompanied by a design method specific and a fieldwork. In the first phase GIGA-maps were used as a visualization resource, in the second phase co-design workshops promote participation and in the third phase provotypes are used as a future projection strategy.
