A New Administrative Capital for Egypt: Whose Utopia Is it?

Abstract

The opportunity of planning a new city as a seat of government is rare. It brings to mind models of ideal cities that emerged through history and highlights the role of utopian thinking in open experimentation, possibilities of spatial forms and different modes of collective living, in the relation to environment. Utopia has been a generator of creativity, a way of articulating social reforms and community ideals with the real world. This article presents a critical review of the new administrative capital proposed by the Egyptian government to bring a discussion about alternative models of development and the importance of putting milestones for enhancing the planning process. Highlighting the pitfalls and addressing a reflection regarding dysfunctions of the current system can pave the way for change and enable the appropriation of new poles of growth by its inhabitants in Egypt.
