Brazilian Bourgeoisie and the International Interests in Organization for Economic Co-operation and Development Accession

Abstract

This research project considers the international insertion of the Temer government from the political theory (PT) poulantziana. We argue that the guidelines of this foreign policy break with those forged in the PT governments, thus rejecting the active and lofty character of Brazilian diplomacy of that period. In this sense, we advocate that the foreign policy of the Temer government corresponds to the interests of the neoliberal orthodox bloc, restored as a bloc in power that supports the government. More specifically, we argue that Brazil’s post-impeachment international insertion reflects the interests of the hegemonic class fraction of the bloc, which corresponds to the associated bourgeoisie, thus advocating a political project of a neoliberal character. For this case study, we analyze Brazil’s attempt to become a member of the Organization for Economic Co-operation and Development (OECD). Such an organization, through recommendations for economic policies and the very ritual of entry into it, advocates that the State follow an increasing process of legal flexibility and maintain broadly the deregulated economic and financial environment. Thus, Brazil’s entry into the OECD represents the adequacy of the legal system of the country to the interests of this organization, a reference in the formulation of public policies of neoliberal foundation.
