Transition of Policy Making Asia Pacific Economic Cooperation in Facing the Development of Human Security

Abstract

This paper analyzes the changes in decision-making of Asia Pacific Economic Cooperation (APEC) as a regional institution in the fields of economic integration and free trade. The background of this writing is due to the increasing issues of Human Security in the Asia Pacific Region such as terrorism groups, transnational crime, ethnic groups, and AIDS. The development of non-traditional issues in the Asia Pacific region is one of the challenges in building economic integration in the region. Therefore, this research uses Regional Security Theory and considers three concepts related to the threat of balance of power, grass fire conflicts, and transnational threats.
