Climate Urbanism and Practices in the US : An Evaluation on Local Climate Action Planning

Abstract

Climate change and energy have been one of the most basic political-economic-ecological issues that determine the content, dimensions, and direction of the urbanization movements of the twenty-first century. In this framework, local governments are central to climate change policies and efforts. Climate Action Plan (CAP) is one of the most important tools in local climate action planning. Climate urbanism places critical importance on measuring and monitoring carbon and other greenhouse gases (GHGs) in cities to justify local climate policies and programs. In this research, the concept of climate urbanism is analyzed within the framework of local climate action planning in the following two main topics: (1) Carbon management, (2) Urban infrastructure. The main purpose of this study is to review local level climate action planning. This study evaluates local climate action planning in the US through some selected CAPs which recently have been adapted. In addition, the study analyzes how well local governments recognize the concepts of climate change and prepare for climate change mitigation and adaptation. The analysis is based on some basic indicators including land use policies, transportation policies, energy strategies, resources management, financial tools, communication and collaboration policies, and implementation and monitoring strategies. In this context, CAPs in regions with deep-rooted experience, especially California, Washington, New York, will be the subject of analysis. As a result, this analysis will provide guidance for developing some policy recommendations to improve climate change planning at the local level.
