Abstract

As a country with the majority of the population of Islam, the implementation of zakat becomes a matter of great concern to the people and the government of Indonesia. In its implementation, zakat has been regulated in the Law of the Republic of Indonesia Number 23 of 2011. Universitas Padjadjaran has a zakat department called Zakat Collection Unit (UPZ). The management of collection and distribution of zakat funds at the University of Padjadjaran is very different from other zakat institutions because it adapts to the role and function in the university environment. This research explores the zakat funds management strategy by the UPZ to improve the welfare of students and society. The descriptive qualitative methods applied in this research include observation, survey, and interview. This research shows that in its collection, UPZ issued Zakat Mandatory Number (NPWZ) to lecturers and employees of Universitas Padjadjaran as muzaki, those who give zakat. This method is effective because zakat is collected with the auto-debit system directly from the bank that distributes monthly salary to lecturers and employees. On the distribution of zakat funds, UPZ allocates 40% for mustahik, those who receive zakat from fisabilillah, in the path of God, given to students through literacy program for general and Quran literacy, 30% of zakat funds are allocated to the poor in Jatinangor sub-district, and the rest is for amil, the alms collectors, ibn sabil, the wayfarers, and mu’allaf, those inclined towards Islam. The result of the research shows that the management of distributing zakat funds of UPZ is effective in improving the welfare of students of Universitas Padjadjaran and society of Jatonangor sub-district. This is evidenced by the increased interest in reading of 94.4% of the 34 student recipients of book literacy programs; improving the quality of Quran reading and memorization; and the satisfaction of the society of Jatinangor sub-district who received assistance from zakat funds which is distributed by UPZ.
