Ensuring Low Emission Development in the Industrial Sector of Central Java: How to Improve PROPER Equitably

Abstract

This two-year research is a continuation of previous related studies by the main author of this paper. Realizing that manufacturing industries have been unprepared and the worst in the preparedness for climate change mitigation in Central Java Province, and it is despite their high rate of annual growth, also (3) the potential of the Program for Pollution Control, Evaluation, and Rating (PROPER) applied in the sector that is considered potential to reduce the greenhouse gas (GHG) emissions, this research addresses the question “How can PROPER be improved to ensure Low Emission Development (LED) for the industrial sector of Central Java in equitable way?” The study has used qualitative methods such as in-depth interviews with the stakeholders’ representatives, focus group discussions (FGDs) involving the extended participants, and content as well as gap analyses. The findings show that the voluntary nature of dealing with reducing GHGs in PROPER could worsen the inequity in the production function. Meanwhile, the 2016-18 cut-off budget for the monitoring and control by the corresponding provincial agency and the low motivation of industries for self-assessment suggest more limitations than prospects. Fortunately, the enthusiasm of already complied industries for reducing their GHGs has increased as they could learn from each others’ good experience. For now, it is essential to conclude that PROPER needs a strengthened legal framework at the national and/or provincial level. Also, this research finally recommends a reformulation of the role of each stakeholder involved in the PROPER’s application.
