Political Goals of International Cultural Funds versus the Real Needs of Cultural Institutions

Abstract

The primary concern of this research is to examine the main purpose, for which the European funds have been established – specifically the funds supporting international cooperation: Creative Europe, International Visegrad Fund and Czech-German Future Fund. These funds were established by public authorities as tools for reaching political goals. How is their long-term strategy being set considering these political goals and art policy? And what kind of projects do they support? On the other hand, there are cultural organizations - theatres - which potentially ask for grants. Do their needs match to the aims of the funds and the political goals? Are the funds´ goals comprehensible? What are the main differences between the intentions of donators and the intentions of cultural workers? As the funds operate with public money, there are many conditions for applicants before and after receiving grants. Are these requirements accomplishable? The research does not focus only on the misunderstandings and gaps between donators and cultural organizations. The aim of the research is also to find mutual interests. The conclusion reflects the following question: How can we prepare a project that meets the needs of a cultural institution and fulfills the fund´s goals at the same time? Research has following stages: the analysis of funding programmes and interviews with programme coordinators, confronting the collecting datas with cultural workers and bringing examples of successful and unsuccessful examples through case studies – international projects supported by above mentioned funds.
