Question 3. What decision would you make regarding the survey scope and objectives? What is your rationale for this decision?

Answer:

For me doing this survey is appropriate looking that since three years no survey done. The objectives to know the provinces with low coverage(less than 85% with the criteria used (delta= 5% and target 90%)) justifies perfectly the establishment of this survey.
