Peer to Peer Learning
From childhood we have a tendancy of learning from peers , we had learned many sporting tricks from our friends infact as a kid we learned how to walk by observing the others .

My Idea of peer to peer learning is as follows :
Divide each chapter into sub section and assign it to indiviual student.
Ask each student to prepare presentation (ppt using multimedia )
Let student post his/her work in a web site or muddle and all peers are instructed to review and comment on it and after repitative irreration, the final copy is to be presented in the class (in presence of teacher) .

At the end final grading can be done by combining teacher's grade and peers grades.
This type of output is common especially with tertiary levels or higher degrees of education. So far in my experience, this type of peer-to-peer learning would greatly vary depending on the set of learners that you are working with. This maybe quite challenging especially with younger learners like primary or even secondary since if done in repeated sessions they also find it tedious in a sense that they are just reporting. Although, this is very effective for collaboration work.

The second scenario you pointed out is proposed here and first idea is also nice but my only concern was repetitive data and wastage of time .
Well, as students get engaged and share their personal take on the material, learning becomes more meaningful- meaning making is realized. In that case, time is not really wasted.
Peer-to-peer learning could also be students working on the same material and they brainstorm on it. They share their ideas and insights and check each other's take on it. Another scenario could be each one works on a certain task and review each other's work using a criteria. In both scenario, they learn from one another.
