  Martin Maltais is a university professor on finances and educatioinal policy and Head of Department of Education at Université du Québec à Rimouski (UQAR). He serves as president of the University Finances Committee at Fédération québécoise des professeures et professeurs d'université (FQPPU) and associate member at the Interuniversity Research Center on Research, Sciences and Technology. He is member of the Board of Governors at Université du Québec (10 universities). He is also engaged on the board and the executive committee of UQAR. First councillor of the Minister of Higher Education, Research, Science and Technology in 2012-2013, Professor Maltais was appointed by the Minister of Education in June 2017 as President of the committee that aim to advise him on the creation of a Québec Institute of Excellence in Education. Finally, he is member of the Advisory Committee of the Optic's Naltional Institute in Canada.
