Carlos Guevara Mann (Ph.D., University of Notre Dame) is Associate Professor of Political Science and Director of the Master of Science in International Affairs at Florida State University, Republic of Panama. Previously, he was an assistant to the Panamanian secretary of state and taught Political Science at the University of Nevada, Reno (2005-2010) and Universidad del Norte, Barranquilla, Colombia (2014-2015). Dr. Guevara Mann was policy advisor to the Regional Bureau for Latin America and the Caribbean of the United Nations World Food Programme (WFP, 2011-2013). A contributor to Panamanian media since the late 1980s and regular columnist for La Prensa of Panama since 2004, he has published nearly 1,400 opinion editorials. He is the author of Panamanian militarism: A Historical Interpretation (Athens: Ohio University Center for International Studies, 1996) and Political Careers, Corruption and Impunity: Panama's Assembly, 1984-2009 (University of Notre Dame Press, 2011).
