Most recently the Director of the Climate Change Adaptation and Mitigation, Disaster Risk Reduction Cluster of the Performance and Projects Management Office fo the Office of the Cabinet Secretary, Joyce supervises the M&E of the Cluster Plans, Programs and Performance of the CCAM-DRR cluster. She is among the junior negotiators of the Philippine delegation to the United Nations Framework for Climate Change Convention (UNFCCC) and participated in the training for the Conference of Parties (COP) negotiators in Addis, Ababa, Ethiopia - Horn of Africa. She later joined the Philippine Delegation to the COP 23 in Bonn, Germany and was also among the representatives of the Philippine delegation to the Open Government Partnership in Paris, France. Joyce graduated at the International Institute of Social Studies in the Hague part of the Erasmus University of Rotterdam, The Netherlands with a Master of Arts in Development Studies major in Governance, Policy and Political Economy. She was a volunteer of the Catholic Relief Services among the NGOs that assisted in the Earthquake Rehabilitation for Bohol in 2013. She was also a program implementation manager of the Rare Philippines, a conservation NGO that advocates for sustainable fisheries in the country. She spent 3 years traveling to her sites in Antique and Surigao del Norte and was trained in Tohoku, Japan and Florida, USA in helping empower local communities through a behavior change campaign towards protecting the ocean, conserving natural habitats, enforcement of fisheries' laws and lobbying for policies that would ensure rights and benefits for the fishers protecting their resources. In 2017, she joined the Office of the President of the Philippines as one fo the Directors and facilitated the initial review of the curriculum under the Office of the Presidential Adviser for Peace Process (OPAPP) for the Joint Peace and Security Teams (JPST) under the Joint Normalization Committee which integrates the Normalization document as an integral part of the Framework Agreement on the Bangsamoro between the Government of the Philippines and the Moro Islamic Liberation Front (MILF). Prior to her current position, Joyce was a Learning Manager at the Development Academy of the Philippines in 2012 handling the enhancement and management of class for the Diploma in Local Governance Development for the League of Vice Governors of the Philippines. The foundation of Joyce's career was built in the Provincial Planning and Development Office in the Province of Bohol, Philippines where Joyce started as a technical assistant for the Official Development Assisted projects between the Government and projects like the Philippine-Australia Community Assistance Program; Local Governance and Development Program also of AusAID. She became a local coordinator of the Local Governance Support Program for Local Economic Development, a Canadian Institute of Development Agency assisted Program. Likewise she was a learning manager for a World Vision project on Education for the Youth in the local communities. A member of the Parish youth ministry and Parish youth choir, Joyce fell in love with development work right at the beginning of her career focusing on Sustainable Development.
