Dr. Astoria studies global warming policy and governance. His most recent reserach is on specific design elements of a domestic U.S. carbon tax, including issues of constitutionality and ancillary policies that would be necessarily to allow the Pigouvian price signal of a carbon tax to effectively move throught the markets for fossil fuels. Dr. Astoria holds a JD and PhD from the University of California, Berkeley and teaches courses in law and society, public law, and political theory.
