Project Overview

Project Description

Your case study will have three parts:

  1. In Part I (context), you will describe the safer access profile of the National Society and the incoming ERU.
  2. In Part II (events), you will describe what happened during the operation and what you did about it.
  3. In Part III (lessons learned), you will identify relevant SAF elements and propose specific actions to strengthen safer access.

In addition, you are required to focus your case study on safer access and encouraged to exercise creativity to tell your story.

NATIONAL SOCIETY

Malaysia Red Cresent Society(MRCS)​ is an humantarian organisation in Malaysia.Organised in 15 branches and 94 chapters nationwide, the Malaysian Red Crescent is headquartered in Kuala Lumpur. The Malaysian Red Crescent also has a very active presence among youths and young adults through a well-organized network of youth and adult volunteer units in schools and institutions of higher learning.

At branch level,they will be the coordinator and control room for its terrority,if the branch is get call for mission.branch will activate the disaster operation room and contact the district who in charge for the affected area.

District level mostly will go on the field,because they have the manpower(The adult and youth member and volunteer).District office will call the member for briefing at the operation room.Member safety is under district and branch responsible.They will fully equip with life jacket and helmet and etc.

TRAINING

MRCS is given trusted by the goverment to taking part in Disaster Relief and Rescue Operation.MRCS have member all over malaysia.MRCS is giving baisc training(Basic First Aid,Advance First Ad) to the youth and volunteer. Advanced training like PSS,EWASH,CTP,RMS,Logistic,community Health is given to the BDRT,NDRT,RDRT member.

Managment

For effective managment,MRCS is forming Sub committee for different responsibility.Each sub committee have their own chairman,secretary and liason officer who do their own managment.When disaster happen,each sub committee will sit together and activate the disaster room and start theirrole and parts

FLOODING

Malaysia is a tropical country,Malaysia's geographical location protects the country from most major natural disasters. It is located on a seismically stable plate that minimises direct risks of earthquakes and volcanoes, is partially protected from tsunamis by surrounding landmasses, and is a rare target for typhoons due its strategic location outside tropical cyclone basins. However, the country's tropical climate opens the country to the risk of flooding, landslides and prolonged droughts.

With 189 water basins and an average rainfall of over 2000-4000mm per year, Malaysia is prone to riverine, muddy floods that range from hours-long flash floods, to prolonged flooding on flat, low-lying land along major tributaries and main stems. There have been 15 instances of major flooding in Malaysia since 1926. Flooding has been a major concern in recent decades due to rapid development in river catchment areas that has led to increased surface and river runoffs, increased sediment buildup in rivers, and a higher risk of overflowing rivers. The 2006 and 2007 flooding in Johor has resulted in loss of RM1.5 billion and 18 lives in addition to the temporary displacement of 110,000 people.

ACCESS

MRCS is widely known for the provision of relevant neutral,impartial and independent humantarian activities in Malaysia.

MRCS present throughout the territory and able to access all people and communities through its staff and volunteers

PERCEPTION

All MRCS staff and volunteer in given education in red cross and red cresent which contain the code of conduct and 7 fundamental principle.So that our staff and volunteer adopt the fundamental principle during their mission.

In MRCS we have a liason officer will handle with media question.No one should talk to the media except the one who is authorise,this to prevent fake news or uncomfirm details give to media and public.

Behavior of a staff and volunteers must always be healthy.Cause they represent the MRCS,anything done may ruin the reputation that MRCS build for long time

ACCEPTANCE

Before MRCS deliver the needs to the local community,Representative will talk to the head of village to understand their needs make sure the helps we give is relevant to them

Malaysia is a multiracial country.we are different in race and religious but we stay in harmony.

Which is same with the fundamental principle impartial that practices by the MRCS staff and volunteer.we don’t discrimination,we help those who is needed.

We are make sure the fundamental principle is respect and practice by our partner when we are working together

Programme like blood donation/free medical check up is bringing the community together.

We do use International Humantarian Law(IHL) when dealing with the terrorist activities,this is important to protect the safety of the citizen and their property.

ERU role with respect to host National Society

ERUs always have the objective of supporting the National Society’s operation. Even when the needs are most acute, the focus needs to be on the National Society and guaranteeing their success. It is the ERU’s responsibility to understand the principles in use by the National Society for community entry and access to operational areas. Individual delegates have a short- term perspective but the National Society is there before, during, and after the crisis.

example.NDRT will do the logistic part which involve the in-kind and grant,in distribution and storage.While EWash member will help in water sanitasion,and rebuilding the shelther.Pss is use to give give caunselling to the child and kids in the relief center.

CTP will taking part in the account and budget things.We need to makesure the money is given to the beneficiary directly.

My role in MRC is a logistic officer cum CTP delegate.

We need to send thr grant to the local community who need it.Cash also been given as cash for work and cash voucher.

I mostly present myself with my collegue at MRCS.we usually have a contigent plan when something is not right or unpredictable.Mostly the community is cooperate with us and everything is going smooth.

Risk analysis

If the purpose of cash for work is not explain well,other people who dint the money may think,the MRCS dint treat everyone fair enoughThis can cause misunderstand of MRCS and lost their trust to us.We need to controll the unit of kit that we given to the community especially food and drinks cause m]we don’t know when is the next supplement will reach the community,so we need to make sure we got enough supply if the supplement dint reach in time.

Working in the communities involved

We need to study the geography of the place,see how many exist can enter the area,analysis the risk and discuss with the local people.

We can ask the local people to be our volunteer,help to distribute things and doing some humantarian work which their are afford to do.

We must talk to the community leader,because he is the one who knowthe people and place better than us.

Join the meeting that organise by host society to understand the current situation

Show that you are harmless and try no escort by police or military army.we are come in peace,always use the protective emblem(Red Cross,Red Cresent).Use vehicle and transport that is using the protective emblem.

Behavior and perception

If I dint follow the code of conduct like having relationship with the local people.this can be an issue.this can cause the reputation of RC vanish and local community lost trust

Respect for diversity

If we are deployed to muslim country make sure we respect their culture and religion.Muslim/islamic dint take pork as their food due to the religion belief.India dint take beef as their food as well.

We must avoid when we dealing with this matter,it may cause an issue that can lead to an conflict.because in Malaysia we are formed by mutliracial citizen.India,Chinese,Malay and local ethnic.Religion like Buddhism,Islamic,Hindism,Taoism and Christian.

Existing National Society systems

MRCS has set up a handbook with standard operation procedure that will guide our staff and volunteer.make sure the operation/mission will done successfully.
