Mark Gibney is the Belk Distinguished Professor at the University of North Carolina-Asheville and an Affiliated Professor at the Raoul Wallenberg Institute where he had served as the inaugural Raoul Wallenberg Chair of Human Rights and Humanitarian Law from 2013-16. Professor Gibney is one of the founders of the Extraterritorial Obligations (ETO) Consortium. Since 1984, he has directed the Political Terror Scale which is the most widely used human rights data set in the world.
