Mr Toh Boon Kwan is currently Senior Researcher with the Centre for Governance and Leadership at the Singapore Civil Service College. He is a personnel policy specialist and has worked in the areas of talent management, training and development, and benefits. Outside work, he is passionate about military studies and history. In 2007, he beat stiff competition to become possibly one of the first Singaporeans to win a prize in the venerable Trench Gascoigne Prize Essay Competition organised by the London based RUSI, the world’s oldest defence think-tank. In the same year, he was also placed in the top tier prize category for an article on Singapore’s military doctrine in the Singapore Armed Forces Chief of Army Essay Competition. Boon Kwan was also awarded the best dissertation prize for both his undergraduate honours degree and post-graduate Masters degree at the National University of Singapore and Nanyang Technological University respectively. His writings have been published or reprinted in leading international academic journals.
