Using Cross-institute Model of Cooperative Hospitals for Quality Improvement: Taking a Kaohsiung Medical Center as an Example

Abstract

Pay for Performance Project (P4P) implementation began in Taiwan in 2015. This project is based on nineteen medical centers in Taiwan, each of which invited between nine to twenty cooperative hospitals to form a group (alliance) to conduct medical quality improvement activities via a cross-institutional model. Kaohsiung Medical University Hospital Alliance cooperative hospitals consist of different levels of hospitals, including regional and district hospitals, with various resources and manpower. The objectives of this project were to establish liaison and counseling channels with cooperative hospitals in order to understand indicators collection processes; provide exclusive consultation windows, information exchange by utilizing communication software such as LINE and Facebook; offer in-person counseling for each cooperative hospital; and to provide individualized educational training courses for the needs of cooperative hospitals. We organized PDCA results presentations and encouraged cooperative hospitals to learn from each other. Teams with outstanding performance were rewarded. A total of 311 indicators were reported monthly on average in twenty hospitals in Kaohsiung Medical University Hospital Alliance, with an achieving rate of 91.7% (311/339; 339 reporting items were the initial estimation number from the original plan). A score of 91.3 was scored on alliance operation satisfaction survey. Quality improvement across institutions not only helped cooperative hospitals to improve their medical quality and patient safety management capabilities, but also valuable experiences were gained, and helped medical center personnel to promote quality improvement activities in the hospital.
