Designing Adaptive Social Protection, a Tool for Urban Planning Practice to Develop a Climate Resilient Urban Area

Abstract

This is now an unequivocal urge to design and adaptive social protection for the people who are displaced by extreme climate events and known as “climate migrants”. Climate migrants. usually poor, locating themselves in congested in urban slums in inner city areas for easy access to jobs or on the urban fringe for low/no rent. Such unplanned and illegal land occupancy changes the urban land use, increasing urban poverty and change urban social structure, which is nothing but a cumulative slow-onset impacts of climate change. This research focuses on designing adaptive social protection as a planning tool for the climate migrants relocation in an urban system and designing a resilient urban system. This research is aimed to design adaptive social protection as a planning tool for an existing urban system. Considering Khulna south coast of Bangladesh is one of the highly exposed cities to climate-related hazards, this study adopts a triangulation method. Where quantitative method will apply to assess the change of livelihoods and social structures of climate migrants and the impact on urban system and economy. Qualitative method gives the flexibility to assess the socio-cultural change of the migrants in an urban context. Data validation allows for design and justification of the adaptive social protection model as a planning tool for urban resilience. This study defines the mechanism to link adaptive social protection for the migrants with contemporary urban planning practice to manage climate risk reduction plans for urban resilience.
