Role of Community Energy Business Entities in Disaster Management and Strengthening Resilience

Abstract

With the deregulation policy of electricity after the Fukushima Daiichi nuclear power plant accident, Japan has seen an increase in the number of local energy entities under the slogan of “local production for local consumption of energy” as alternatives to existing major electric power companies. This study examined the role of community energy business entities (CEBEs) and the strengthening of resilience in order to secure stable energy sources even in the event of a large-scale disaster and to build a community where people can live independently even in the event of a disaster. A community-based distributed energy system in Japan, a disaster-prone country, will not only “decarbonize the region” by introducing renewable energy, but also “enhance the region’s resilience” to secure power even during power outages due to disasters, etc. In addition, the “local economic revitalization” effect of conducting CEBEs in the region is expected to solve these issues. This study examined the possibility of securing stable energy even in the event of a disaster, securing emergency power sources through CEBEs, and establishing a wide-area collaboration network, as possibilities for establishing a disaster self-reliant living zone based on new power, suggesting that it could become a certain base in the region. However, the results obtained in this study were based on the geographical characteristics and urban structure of the Kyushu region, which has a high potential for renewable energy sources. Therefore, further research is needed to determine the applicability of the results to other municipalities.
