Abstract

In the sphere of the Brazilian Public Administration, the instrument aimed at organizing the actions, objectives, and goals of social and environmental responsibility is a management tool called Sustainable Logistics Plan (PLS). It is used by the Legislative Branch within the scope of its administrative actions, establishes sustainability as a value for public management, in addition to enabling the diagnosis of organizational practices and the implementation and monitoring of actions consistent with a sustainable management, based on the rational use of natural resources and the reduction of public spending. The Federal Senate established its Social and Environmental Responsibility Policy as early as 2013, based on environmental principles enshrined in the Constitution. This Policy grants the Directorate-General the authority to coordinate and implement Environmental Responsibility measures, having as its main execution instrument the PLS. As a result of the introduction of the environmental variable in the decision-making processes and in the planning of the House’s administrative actions, there is a gradual process of organizational culture change in the environmental dimension. Additionally, the initiatives can be understood as a pedagogical action, since they encourage other government spheres to adopt similar standards, which certainly contributes to the repercussion of organizational models and practices. This paper aims, therefore, to present the Federal Senate’s model of sustainable management and the sustainability gains obtained from the concomitant institutionalization of an Institutional Policy for Social and Environmental Responsibility, in addition to the management tool that integrates the planning matrix using indicators pursuant to the Sustainable Development Goals.
