Integrated Project for the Management of the Maritime Waterfront of Fortaleza and the Sustainable Development Goals: Orla Project 2018

Abstract

It is important that local governments build public policies focused on the implementation of the 2030 Universal Agenda for Sustainable Development. City’s urban plans should consider the Sustainable Development Goals (SDGs) targets in their elaboration phase, allowing access to national and international funding and collaboration, as well as the engagement of community stakeholders in the achievement of a sustainable development. A successful case is the 2018’s Integrated Project for the Management of the Maritime Waterfront of Fortaleza (Orla Project). This paper reviews this project, which counted on full participation of the community and citizens. For each action established, the correspondent Sustainable Development Goal (SDG) target was localized. Despite of many municipality actions, projects and policies that contribute to the achievement of Fortaleza’s sustainable development, few are directed related to the SDGs or to localize the SDGs targets. The Orla Project was elaborated by the Municipality of Fortaleza, coordinated by the Ministry of the Environment (MMA) and the Union Patrimony Secretariat (SPU), based on the training sections, workshops, seminars and technical meetings, all with the civil society participation, the diagnosis and proposals for actions were generated for the city’s border, and the document was concluded in 2018. The new plan brings several innovations: it is the first Orla Project to be reviewed in the country, with no defined methodology or reference document for review, which made the team develop its own methodology.
