African Union Policies and Media for Peace Building: How Long Does It Take from Willingness to Trustworthiness?

Abstract

The peace and conflict researcher Rousbeh Legatis (1999) crafted the contribution of media to conflict transformation as ‘Neither mere peacemaker nor simple catalyst for conflicts; the media is an indispensable political actor in peace building processes. The African Union policies mention the rudimentary role of media in post conflict but left the institutional instruments ruthlessly. The vivid clustered evidences are the pre and post events of Agreement for Lasting Peace through a Permanent Cessation of Hostilities between the Government of the Federal Democratic Republic of Ethiopia and the Tigray People’s Liberation Front (TPLF), done at Pretoria. From the very beginning the pre agreement negotiation was too secrete and both international and local media speculates with the off the record sources, even in some cases exposed to social media arrays. The Process itself continues with non-recognizing media as indispensable political actor in peace building processes compared to other practical and detailed agreements. Several stakeholders remain to widen the political atmosphere for peace peace-building process. One from those indispensable actors is the cross-checking abler of media which yet remains a ceremonial event reporter. This forwarding study is mainly focused on first, expository detail evidences of the participation of media in the track record of the agreement. Secondly, the qualitative content gaps in the documents of African Union Policies will be analyzed. Thirdly, the recommendations are from global experiences and UN institutionalization of media participation for peacebuilding that might contribute to the process from willingness to trustworthiness of the both ratifies.
