Media-based Continuous Education for Rural Children During and After the COVID-19 Crisis: Media Technology for Distance and Digital Learning Opportunities

Abstract

The COVID-19 pandemic had a significant impact on multiple sectors in Mongolia, and the education sector was amongst the most affected. Mongolia, in fact, has been one of the first countries to undertake strict preventive measures and to close all educational establishments in January 2020 affecting over 900,000 children in pre-primary and general education schools. Mongolia has used alternative learning options to make up for lost school days. The online and television platforms have been the predominant modes of instruction in the country, which include government websites that provide learning content and video conferencing platforms, such as Zoom and Google Meet. Educational television programs are being made by both governments and the private sector. It is too early to gauge the effectiveness of the distance learning strategies adopted during the pandemic. But the task of remotely delivering mass education has not only been enormous but also had to be done practically at a moment’s notice. Three reasons point to why remote learning strategies taken during the COVID-19 pandemic could be less effective than pre-pandemic distance learning-their unplanned nature, the involvement of younger-age children, and distractions at home that keep children from being able to focus on studying. We need to continuously use media-based remote learning to fill the gap of lost education, and to mitigate learning losses through several actions such as strengthening information and communication technology infrastructure, using diverse modalities, providing systematic training on digital literacy; and develop more inclusive tools to make digital learning resources, etc.
