A Review of Evidence-based Transformational Policy in South African Sports : Monitoring and Evaluating Inclusive Change Using Sport as tool

Abstract

This paper explored stakeholders’ perceived sport-based transformation policies and their use in facilitating demographic representation and social inclusion in South Africa. The National Development Policy Framework for sport aims to make sport inclusive. The policy is intended for developmental purposes, to promote competitiveness and demographic representation, foster social integration, and to provide equal opportunities. The study used a mixed-methods design, utilizing both qualitative and quantitative techniques to collect and analyse data. It used three theoretical frameworks: the strategic stakeholders’ management theory, Argyris and Schon’s theory in used, espoused theory, and the corporate social responsibility theories to understand the dynamics of implementing policy intervention within the selected federations. Also, the challenges inhibiting policy objectives and goals. The results show that there are policies in place in the federation in addressing social inequality and discrimination in sport, but the choice of implementation differs within sports. The quantitative aspect results showed no significant differences in the stakeholders’ perceptions on institutional change (p =0.156), organizational culture and inclusion (p = 0.074), and policy networking (p = 0.051). There was, however, a significant difference in their perceptions on interpersonal relationships, with rugby players perceiving interpersonal relationships significantly better (M = 3.55, SD = .482) than football players (M = 3.15, SD = .876; t (479) = 6.19, p = 0.000). The sample size for Qual is n=23 and Quant is n=720 overall the study recommends strategic stakeholders’ integrated diversity management model (SSIDM), a bottom-up approach.
