Human Resource Capacity, Social Capital Development, and Administrative Efficiency in Continuing Education Programmes in Lagos State, Nigeria

Abstract

The sustainability of continuing education in a developing economy is hinged on efficient administration which depends on available resources both in tangible and intangible forms. This formed the basis on which this study examined the relationship among human resource capacity, social capital development and administrative efficiency in continuing education programmes. Four research objectives and hypotheses were developed. The study adopted a mixed method research design involving both qualitative and quantitative data collection methods. A multi-stage sampling procedure was used to select the participants for the study. The sample size for the study comprised 250 participants involving administrators of continuing education programmes and regulators. A structured questionnaire which was validated by experts and tested for reliability and interview guide served as the instruments for data collection. In measuring the internal consistency of the questionnaire, Cronbach alpha coefficient test of reliability was used at alpha level of 0.05. Three different sessions of FGDs and in-depth interviews were conducted to complement the questionnaire. Frequency counts and percentages were used to answer the research questions while Pearson Product Moment Correlation and Multiple Regressions were used to test the hypotheses at 0.05 level of significant. The study showed a significant positive relationship between Human resource capacity, social capital development and administrative efficiency in continuing education programmes. Based on the findings it was recommended among others that continuing education managers should have adequate collaborations with other stakeholders such as captains of industries, government agencies and other continuing education centres for efficient administration of continuing education programmes.
