Funding Reforms in Tertiary Education: Analysis of Conflicts in Change Implementation In Nigeria

Abstract

This paper examines funding reforms and conflicts between the State Government and labour unions in policy implementation in the educational sector in Bayelsa State, Nigeria. The educational sector in Nigeria has suffered from poor funding vis a vis other African and Western countries over the years. This has affected the educational industry, and the sector is competitively disadvantaged among the comity of Nations. Public sector reforms have attracted considerable scholarship in relation to failure in policy implementation and sustainability, but to the neglect of conflict dynamics with a particular focus on the educational sector. Accordingly, this paper explores conflicts from the lens of funding reforms implementation, x-rays widespread educational implications and proposes a way forward for the educational sector at state and national levels.
