Abstract
The paper looks at a policy innovation in the area of stopping open defecation in India. One province has done a remarkable job by adopting innovative approaches with an aim to bring about collective behavioral changes. The success of the program was governed by factors like allowing community leaders, social incentives to the community, building democratic institutions, and denying government subsidy. The paper presents the case study on how the innovator created and managed new knowledge to bring sustained collective behavior change.
