In spite of long duration acceptance of human capital theory in higher education policies, market Orientation strategy for Higher Education institutions in developing countries has been challenged in various documents. The Third Millennium Goals for higher education have been achieved in many developing countries and access to post-diploma education has been increased, but the effective role of tertiary educations in the economic development and therefore sustainable development, must be addressed. Therefore, the coordination and alignment of the activities of this sector with the labor market indicators is a key principle. This paper reviews the theory of higher education development and its constituent variables ,and examines the match/mismatch of higher education products with socio-economic needs in IRAN. For this purpose, the “Trend Study “ method has been used ,and some representative variables of two sectors – higher education as supply side and economic sectors as demand side- have been analyzed. In this longitudinal study, the balance between two sectors will be assessed in terms of variables consistency over years.
