Riding without Licence : A Case of Students in Palembang, South Sumatra, Indonesia

Abstract

In Indonesia people driving motor vehicles including motorbikes must have Driving Licence Letter (SIM: Surat Izin Mengemudi). Article 77 of the Law of 2009 Number 22 stated that every person who is driving motor vehicles must have Driving Licence Letter. Driving Licence C (SIM C). To obtain this kind of licence one must reach at least 17 years old. Person who is driving motorbike without licence will be fine. Police will give ticket for the violation and will come before judge to be fine. In the city of Palembang students who is under 17 year of age driving motorbike. They do not have licence for they are still underage. This paper considers the reasons students in Palembang drive without a licence, perception of people regarding this phenomenon, and suggestions about what the community should do about it.
