Case Analysis on the Disaster Preparedness Plan of Coastal Barangays in Ayala District, Zamboanga City: Basis for a Comprehensive Intervention Program

Abstract

Effects of different types of disasters can be reduced through pre-disaster activities and proper implementation of disaster laws where preparedness is understood through correct dissemination of information. The purpose of this study is to analyze the disaster preparedness plan of the five coastal barangays of Ayala District based on the efficiency level of their disaster preparedness plan on dissemination, implementation, and resource utilization, and operation. In assessing the degree of preparedness of the five barangay, an in-depth survey was conducted that follows a mixed-method design. The materials used were set of questionnaires, and a criteria sheet developed from different resources. The interviewees were representatives of the five coastal barangays of Ayala, Recodo, Cawit, Maasin, and Sinunuc. From the study conducted, it was found out that all of the barangays obtained a qualitative scoring of ‘very effective’ that means they excelled in the three aspects of their disaster preparedness plan. The dissemination procedure of the five coastal barangays of Ayala District has a mean rating of 4.50 (SD of 0.35); the implementation procedure has a mean rating of 4.55 (SD of 0.26); while the resource utilization and operation has a mean rating of 4.57 (SD of 0.48). The study concludes that the disaster preparedness plan of the five coastal barangays of Ayala District exemplifies though there are still areas of improvement where a comprehensive intervention program can be made such as on the posted evacuation routes, improved location for tsunami evacuation sites, and animal protection and welfare.
