Evaluation of the Cooperation Measure for Disease Prevention and Control at Thailand’s Transborder with Myanmar, Laos PDR, and Cambodia

Abstract

This research evaluation of the cooperation measure for disease prevention and control at Thailand’s transborder with Myanmar, Laos PDR, and Cambodia considers the output and outcomes of the measure, implement during 2016-2017 and explores problems and obstacles of the measure’s implementation. The study areas were six provinces located at Thailand’s transborder with Myanmar, Laos PDR, and Cambodia. Three cooperation models were (1) the cooperation with MOU (Memorandum of Understanding) at level of provincial, district, and sub-district was found at Thailand – LAO PDR border. Outcomes were the village model to DHF prevention, the ability enhancement of health personnel and hospital, and the development of emergency referral system. (2) the cooperation at national level was found at Thailand – Cambodia border. The pro was the cooperation between two countries and the con was at the provincial level of Cambodia was not clearly known how to practice. And (3) the non-official cooperation model on non MOU area was found at Thailand – Myanmar border. This area was creating international health volunteers to eliminate the obstacle and the cooperation was depend on the NGOs. Three models of emergency referral system were: (1) the cooperation between government hospitals with practice on the CPG of the disease, (2) the cooperation which following MOU but not completely, and (3) on the stage of developing and no practice. The problems include reduction of budget support from an international organization, the performance of disease control checkpoint data system, and communication.
