Fighting Socio-spatial Inequalities on the Periphery of Capitalism: The Legal-urbanistic Instruments of São Paulo's Strategic Master Plan

Abstract

This paper demonstrates, from an interdisciplinary perspective that integrates Sociology, Geography, Law and Public Policy, the fight against socio-spatial inequalities in Brazil’s biggest city: São Paulo. Taking the dialectical and historical materialism as a theoretical and methodological framework, at first the paper presents the current situation of socio-spatial inequalities in São Paulo, illustrating, from data and bibliographic analysis, how this urban space is marked by huge discrepancies that are the material reflection of economic, political, and social characteristics of Brazil. However, considering that this situation engenders answers that intend to transform the exposed conjuncture, in a second moment the paper analyzes the legal-urbanistic instruments brought by São Paulo’s Strategic Master Plan that intend to face this state of socio-spatial inequalities in the city. Finally, it presents an assessment of the progress and limitations of the legislation for the transformation of this reality.
