Power Transition, Hegemonic Maintenance, and The Indo-Pacific Economic Framework

Abstract

Maintaining global hegemony is a fundamental US interest and the starting point for foreign policymaking. In the face of the US-China power transition in the Western Pacific, the US has viewed China as a threat to its hegemony and taking corrective measures. The Biden administration inherited and enriched the Indo-Pacific Strategy, embedding economic plans to complement its military and security strategies in the Indo-Pacific. Under the Indo-Pacific Economic Framework (IPEF), the Biden administration hopes to achieve the dual objectives of strengthening US power and limiting China’s development through competition. However, faced with the relative decline of its hegemony, the US also wants to cooperate with China on specific issues to reduce the cost of maintaining supremacy. In the face of this offensive, China needs to guide the US-China relationship along a path to healthy competition, adhere to multilateralism, strengthen its relationships with neighboring countries, maintain strategic stability, and enhance its strength.
