Climate governance Framework for Parties to the Paris Agreement: A Study of Nationally Determined Contributions

Abstract

This paper presents an analytical framework for conceptualizing the diverse needs of country parties in a sequential process for climate action in developing countries. It provides different pathways for developed and developing countries to achieve the goal of the Paris Agreement, which is to keep the global temperature increase well below two degrees Celsius, relative to pre-industrial levels. It studies the nationally determined contributions (NDCs) of developing party countries to identify their climate action needs. It suggests a framework for the upcoming Conference of the Parties (COP29) to address climate change.
