Decentralized International Cooperation Emphasized in Community-based Organizations: Comparing Argentina, Mexico, and Colombia

Resumen

According to the United Nations (UN), the current pandemic crisis increased the challenges that international cooperation must assume to overcome poverty, climate change, natural disasters, technological challenges, and forced displacement among others (United Nations, 2020). Therefore, to focus efforts towards high-impact strategic actions it is necessary to know the current state of international cooperation, specifically in Latin America in relation to the fulfillment of the Sustainable Development Goals (SDGs) and the role that it plays. In this sense, community-based organizations are increasingly becoming key actors to achieve integral development. Therefore, the objective of this paper is to make a diagnosis of the current state of decentralized international cooperation in Latin America, focusing on countries with different dynamics such as Argentina, Colombia, and Mexico. Methodologically, the information has been gathered related to the thematic of each of these countries. Likewise, their cooperation structures, priorities, sectors of action and achievements have been compared. As a result, similarities and differences in international cooperation are evidenced according to the reality impacted and, some experiences of cooperation among these countries have been obtained and contrasted. In conclusion, the usefulness of this type of community-based organization in the selected countries as a guarantor and/or manager of the investment made by the different international cooperating partners stands out and, the need to share experiences to face similar problems through the development of joint strategies.
