European Union Asylum Policy and Cooperation with Turkey After the Arab Spring

Abstract

The Arab spring, started in 2011, caused many problems in Middle East countries. The internal turmoil that has emerged in Syria has led people to seek international protection in masses. A lot of Syrian people displaced and moving to EU countries to seek asylum. The impact of the safe third country of asylum principles to the EU-Turkey relations has made new dimensions. The EU-Turkey Readmission Agreement was signed on 16 December 2013. The main objective of the EU-Turkey readmission agreement is to establish on the basis of reciprocity, procedures for the rapid and orderly readmission, by each side, of the persons who do not or no longer fulfill the conditions for entry to, presence in or residence on the territory of the other side. The agreement includes provisions related both to the readmission of the nationals of the EU Member States and Turkey, and to the readmission of any other persons (including the third country nationals and the stateless persons) that entered into, or stayed on the territory of either sides directly arriving from the territory of the other side. In this context, the increasing number of people that are under temporary protection and asylum seekers has begun to further influence the existing migration policy and migration management patterns of Turkey. In this paper, the details of the readmission agreement between EU and Turkey are discussed and the results are analyzed.
