Authority and Legality of Powers

Pemuda Pancasila (PP) is a mass organization founded on October 28, 1959 by the Indonesian Independence Supporters Association/Ikatan Pendukung Kemerdekaan Indonesia (IPKI) which aims to be against the Communist Party and fight for Pancasila as the State Ideology. The PP Organization in Medan implicitly has indications of power and illegal authority. This research uses qualitative method with observation stage, fixed ratio, and hermeneutical analysis to explore PP. Many of the members work to control several parking lots to connect their lives personally. Pancasila youth organizations become youth organizations with legal status. As said by Von Feurbach, legal means being legal or based on legitimate law. In terms of practical work, PP produces power relations which tend toward fear, so they have ability to produce a new political climate by hegemony or domination of values to the community. The dominance of values is done by forming a pseudostate and declaring support for practical political interests. This is not regulated in the legal sources of PP.
