Greenhouse Gas Quantification at the Local Government Unit: The Case in Naujan Oriental Mindoro, Philippines

Abstract

In response to Section 14 of the Philippine Climate Change Act, the Municipality of Naujan has conducted entity-level greenhouse gas (GHG) quantification. The quantification involves a thorough evaluation of the GHG emissions produced by the municipal operation. The results of this quantification serve as the groundwork for making informed decisions. It enables the LGU to pinpoint sectors with the highest emissions, facilitating the ability to monitor and assess the effectiveness of sustainability initiatives. The study in Naujan Municipality followed the prescribed methodology by the Philippine Climate Change Commission for GHG inventory for LGUs. Upon analyzing the quantification results, it was found that the primary source of emissions in the LGU stemmed from Mobile and Stationary Combustion, accounting for a total of 1,059.94 metric tonnes of carbon dioxide equivalent (CO2e), primarily from diesel fuel. The second highest contributor was purchased electricity, amounting to 302.74 metric tonnes of CO2e, while the lowest came from Municipal Wastes, resulting in 169.59 tonnes CO2e being emitted into the atmosphere, with a base year of 2022. Given these findings, the municipality is advised to concentrate on reducing greenhouse gas emissions from mobile and stationary combustion, considering their significant contribution to atmospheric carbon dioxide levels. The total GHG equivalencies, representing 1,532.27 metric tonnes of CO2e emitted, have been calculated in terms of GHG avoided and sequestered. Goals and objectives have been proposed to support the utilization of these calculated equivalencies, promoting programs geared towards decreasing the carbon footprint and advancing towards a sustainable and greener municipality.
