Policy of Pesticides and Environment in Brasil: State Regulation and Damages to the Policy of Pesticides to the Environment and the Right to Food

Abstract

Brazil is considered world champion in the consumption of pesticides. According to the Brazilian Agricultural Research Corporation (EMBRAPA), the annual consumption of pesticides in Brazil has been greater than 300,000 tons of commercial products. There are 130 thousand tons of active ingredient (i.a.) consumed annually in the country; an increase in the consumption of pesticides of 700% in the last forty years, while the agricultural area increased by 78% in this period. Just in 2022, 652 pesticides were released, the highest number in the historical series in 23 years, and an increase of 16% compared to 2021. The approval of new pesticides in Brazil has been growing year after year since 2016, renewing records. The control of the use of these products is quite flawed, carried out by several institutions, including the Ministry of Health, through the National Health Surveillance Agency (ANVISA). ANVISA’s structure has undergone changes and new rules now facilitate the release of pesticides, responsible for serious damage to food quality, affecting people’s right to food and their right to health. The National Cancer Institute (INCA) warns of the risk to the health of Brazilians. A report by INCA says that Brazil dumps more than a million tons of pesticides on crops per year. It is like five kilos of agricultural poison per person. We explore how exposure to pesticide residues in food and the environment, in low doses, can affect the entire population, causing infertility, impotence, spontaneous abortions, malformations, effects on the immune system, and cancer.
