The Effect of Procurement Policies on Service Delivery in Ghana’s Energy Sector

Abstract

The purpose of this paper is to assess the effect of Procurement Policies on Service Delivery in the Energy Sector in Ghana. Extant literature on recent opinions and debates about the effect of procurement policies of energy companies operations are reviewed and evaluated. An inferential and correlation analysis be used to measure the relationship between these policies and services delivery in the energy sector. It emerged from the analysis that the current procurement act 663 as amended, rules and regulation hampers the quality of service delivery in terms of time and cost of procurement of services in the energy sector. The legal and or contracting environment and political environment has less effect on service delivery in the energy sector. This work presents the first research of its kind and strives to engender wider academic debate and renewed economic development in the area of procurement and the energy sector in an emerging market.
