Abstract

Design systems are concerned with taking purposeful designing actions along a hierarchy of systems to make things better and/or get things made in the material world. Designers in the new economy need to be trained and educated in the art of decision science. This paper demonstrates how sustainable processes with a special focus on design stages along the policy/program life cycle are achieved through the adoption of Environmental Decision Making (EDM) frameworks. This paper presents a preliminary study on the development of environmental policies and programs. Different design and implementation issues during the deployment of environmental policies and process design/management are discussed from the policy and process decision makers’ perspectives. At the policy level, a Strategic Route Map is developed. This framework highlights a vertical design and implementation strategy. With this roadmap, policy makers may develop unique capabilities with the implementation process. Cognitive mapping and the analytic hierarchy process (AHP) are used to demonstrate the process. With respect to environmental process design/management, environmental systems of all sizes need operationally validated frameworks. A framework that involves process practices and the usage of appropriate decision science tools is therefore developed. A detailed blueprint, called a Tactical Route Map, is used to complement the existing physical structure and delivery processes. Three decision models are applied: Capability Maturity Model Integration, Quality Function Deployment, and Six Sigma.
