Abstract

An effective and efficient public service machinery is a must when rendering services to the communities, either the service is rendered by a private contractor on behalf of municipality, or the service is rendered by the municipality direct. In an attempt to speed up service delivery and becoming more efficient a number of governments introduced partnerships with the private sector. It was clear after the new democratic dispensation that South African government alone was not able to render services effectively. Manuel (200:1) stated that South Africa's growth strategy includes substantial restructuring of state assets and extended involvement of the private sector in public service delivery. The objective of the study is to demonstrate that Municipal Service Partnership can improve service provisioning even if there are challenges and the limitations. This is an empirical investigation conducted through the use of interactive study and the use of interviews in the Maluti-a-phofung municipality. Due to the size and complexity of the public sector, this research will focused particularly at the Maluti-a-phofung Municipality, and only the delivery of water in the Phuthaditjhaba area will be considered.In this investigation, Maluti-a-phofung have come up with the ground breaking public-public partnership in the country, this was the first public-public partnership in terms of section 19(2) of the Water Service Act, where the water service authority was a municipality.
