Abstract

Tehran is one of the most populated cities around the world with a population of about eight million people. The city faces a multitude of problems in urban service delivery and governance. Tehran Municipality is constantly devising and implementing measures and strategies to effectively resolve the urban-management and service-delivery problems. In this research, citizens’ attitudes, as the main stakeholders of the city, are assessed in terms of accountability of Tehran Municipality and the quality of services it delivers. Questionnaires were used to collect data, and to analyze and interpret collected data The Urban Governance Initiative (TUGI) value was used. The results indicate that the citizens of Tehran assess the quality of service delivery and accountability of the Municipality as ‘fair’. In addition, their overall satisfaction with the Municipality is also ranked as ‘fair’.
