Abstract

El neoliberalismo puede entenderse como una ideología que ha permeado diferentes discursos y ha orientado la forja de un proyecto de desarrollo global. Dicho proyecto plantea la modificación de los roles del Estado, el mercado y la sociedad. El Estado abandona su función redistributiva, dejando ésta en manos del mercado. Los ciudadanos deben tener un rol más activo para resolver sus problemas y generar sus propias opciones de desarrollo. Es decir, el ciudadano debe cubrir los vacíos dejados por el Estado. El funcionamiento del modelo neoliberal requiere una cultura que derive en prácticas acordes a éste. Este punto es relevante, algunos autores incluso han afirmado que el neoliberalismo es principalmente un proyecto cultural. Se ha trabajado arduamente para forjar un “sentido común” que permita el funcionamiento en la práctica de la sociedad neoliberal. En este trabajo se reflexiona sobre el neoliberalismo como proyecto cultural. Neoliberalism can be understood as an ideology that has permeated different speeches and that has oriented the assembling of a global project of development. Such project contemplates the modification of the role of the state, market and society. The state abandons its redistributive function, leaving it on the market. Citizens must have a more active role in relation to the solving of their problems and in the search of their own options for development. In other words, citizens must cover the gaps left by the state. The functioning of the model requires a culture that derives in practices in accordance to it. This is a relevant aspect; some authors have even affirmed that neoliberalism is mainly a cultural project. There has been a hard work to build a “common sense” that allows the functioning in the practice of the neoliberal society. This paper reflects on neoliberalism as a cultural project.
