Abstract

This article analyzes the carbon-neutral policies of the central and regional governments in Korea, China, and Japan and their related technology policies and cases. Focus Group Interview (FGI) with high-level experts from the three countries were also conducted. The results showed that promoting technology and innovation for carbon neutrality in the three countries is one of the key policy instruments as well as financial investment and technology development in mid- and long-term approaches. During the FGI, the establishment of an innovative bottom-up platform, innovation cooperation fund, and joint research partnership per sector was suggested for regional cooperation between the governments. The countries are at a critical point to collectively act on technology and innovation cooperation, not to antagonize and compete for the long journey toward climate neutrality in Northeast Asia.
