Abstract

The present study aimed to assess the quality of science educational administrations of basic education institutions in the ASEAN community using the value-added model analysis approach with different characteristics of students and institutions. This study also aimed to compare the efficiency of the quality assessment model of each country. This study employed the science education database drawn from the Trend International Math and Science Study 2011 (TIMSS 2011) including four selected countries: Indonesia, Malaysia, Singapore, and Thailand. Data analyses involved three steps: (1) analysis of science ability using item response theory; (2) value-added analysis of quality assessment model using hierarchical linear model (HLM); and (3) comparison of model efficiency among these countries. The results suggested a moderate level of the quality of science educational administration in most of the institutions in each country, and nearly half of them offered value added in science competency to students. The results also indicated that the quality assessment model in each country was efficient in categorizing the quality of institutions, and each model had a different coefficient of determination.
